The purpose of the association shall be to provide a scheduling body for those clubs wishing to become affliated, to promote the welfare of the youth and adults involved in youth soccer; to promote good sportsmanship for and from all involved in youth soccer; to encourage educational courses, clinics and instruction for the purpose of increasing the knowledge and efficiency of those involved in youth soccer, regardless of race, color, national origin, religion or sex; and, to engage in all other acts it may be legally permitted to do.

Our Association is managed by professionals that have been involved in soccer and sports management for many years. Their experience provides our families, players, and clubs with the confidence and administrative stability they expect.
Allan LangfordPresident
Allan is our newly elected President. He was formerly our Board VP of Girls Divisions, creating outstanding results. He was a Winter Haven Recreational Program coach from 2002-2006 and a Competitive Program coach from 2007 to present.
He has also been Winter Haven Soccer Club’s President from 2017-2022.
Kai VelmerExecutive Director
Kai brings a wealth of experience to the USA League Board of Directors. He is currently serving his fourth year as FYSA President. Over the past 15 years he has served in various roles such as Director of Coaching, Director of Operations, WPSL Team General Manager, University of Tampa Women’s Asst Coach & Goalkeeper Trainer, Tampa Bay Sports Commission Grassroots Coordinator for US National Team events, US Men’s National Team Liaison during the 2011 Gold Cup and serving in different roles with the Tampa Bay Rowdies from 2010 through 2015.
Sheri DobackVP Admin
Sheri has been with USA Soccer since 2009. Her belief in youth sports, is what brings her back year after year. She has a Bachelor’s Degree in Marketing; owner and operator of a small business for 35+ years and a love of people! Mother of 5 and grandmother of 5 and one on the way; soccer mom; coach and now VP of Admin for the best league in the state!
Paul Van SteenbergenTreasurer
Youth Soccer coach/administrator for over 30 years. Experience includes Northdale Soccer Club President/ Treasurer, started Girls program 1992, Town and Country Soccer Club President/Treasurer, F.C Tampa President/Treasurer.
Les MooreVP Senior Boys
Les is currently the President and DOC at Winter Heaven Youth Soccer Association. He has been coaching Competitive Soccer for the past 15 years.
In addition, he is the VP of Senior Boys for the USA Soccer League, Head Coach of Boys Varsity Soccer at Winter Heaven High School, and a Middle School soccer coach for the past 15 years.
Les is dedicated to the sport of soccer and has fostered a rich thriving culture that not only deepens his community commitment, but also helped to develop youth soccer players and grow the sport locally.
Coco ArangoSecretary
Herman “Coco” Arango is the President of FC Tampa in Town n’ Country. He has been involved with the Club since 1998 coaching, then becoming the Director of Coaching leading into his current position. He started playing soccer at the age of 8 and reached to play as a competitive semi-pro soccer player in NY. His respect for the game made him passionate about teaching the youth proper soccer skills and being a positive role model.
Mike ConnellMember at Large
Mike Connell is currently President of the FC Tampa Rangers. He made his mark in the Tampa Bay Area playing for the Tampa Bay Rowdies of the NASL. He is currently the only player to have his number retired by the Tampa Bay Rowdies. He has competed against the likes of Pele and other world class players.
Cathy HunterMember at Large
Cathy has been Member At Large for our Association since 2021. She currently is the Cape Coral Soccer Association Treasurer and Executive Member of the Board 2002- current. She is also Assistant Coach for their U14G (2010) Black Team and U14G (2010) Blue Team.
Andrew BreeseVP Junior Boys
Andrew Breese is the Director of Coaching at Nature Coast Soccer Club, where he has played a pivotal role in shaping the club’s competitive soccer program. As the founder of this program, Andrew has dedicated his time to fostering talent and promoting excellence in youth soccer. Andrew is currently the head coach for a U14 Competitive team and just recently joined the board at the USA League.
Charlie DiMondaMember at Large
President of Charlotte County Soccer Federation. D licensed coach coaching youth soccer since 2006. Has coached both recreational and competitive soccer, as well as High School and Middle School. Held various positions on the CCSF Board of Directors continuously since 2010.
Barry FinkelsteinMember at Large
Over the past 20+ years I’ve been involved in youth soccer, it started in Rochester, NY as my daughter’s rec soccer coach. I’ve never played soccer, but became a student of the game and went on to obtain my ‘D’ license. I was with Greece United FC in Rochester, NY for 12 years and moved to Florida in 2016 where I joined Braden River SC . I’ve held several positions over the years. I served as webmaster, recreational soccer director, VP of Girls, executive board member, referee assignor and coach (competitive and recreational). Most importantly dad to my one and only daughter!

I discovered a love for soccer when my son, now 40 years old was only 5 and have been involved in the soccer world ever since. I have served as a volunteer board member holding varies positions for 20 plus years as well as a coach for 30 years. Coaching has been my passion and one of the most rewarding experiences of my life.
